Driver License & Car Registration

New residents moving into Texas, who have a valid driver license from their home state, have 30 days after entry into the state to secure a Texas driver license. To apply for a Texas driver license, applicants will be required to:

Applicants age 18 and over with a VALID out-of-state driver license

• Provide proof of Identity.
• Provide proof of Social Security Number.
• Provide proof of Texas vehicle registration and liability insurance, if you own a vehicle.
• Complete required forms available at any Texas Driver License office.
• Pay the required fee.
• Pass a vision exam.
• If you have a VALID out-of-state license in your possession, it must be surrendered at the driver license office.

NOTE: If you have never been licensed or have an EXPIRED out-of-state license, you will be required to pass both the written and driving exams, in addition to a vision test.

In addition to the items listed above, applicants under the age of 18 applying for a first-time Texas driver license and presenting either a valid out-of-state instruction permit or driver license must present proof of completion of driver education and verification of current enrollment and attendance in school (or high school diploma or GED).

Does Texas honor active duty military licenses after expiration?

Texas honors active duty military members (spouses and dependents are excluded) driver licenses even after expiration. Texas supplies a LI-9 card to carry in addition to your expired license showing proof of validity. However, after the second year of expiration your record may purge from our active record files. If this occurs it will be necessary to reestablish your record and a new license number will be issued. 37 Texas Administrative Code 15.33, Texas Transportation Code 521.028.
